Who can get help paying, in plain words

Most Arizona families pay for a walk-in tub or roll-in shower themselves. But if you are a veteran, an ALTCS member, or 60 or older with a limited income, there may be money set aside for exactly this kind of change.

The programs below each have their own rules. None of them is quick, and none of them pays for everything for everyone. The best way to start is to know which ones fit you, then make the right phone call first.

The Funding Finder below sorts that out in about two minutes. It runs in your browser and does not send your answers anywhere. When you know your options, we provide the itemized quote and product specs that VA and agency applications ask for. VA grants are accepted as a way to pay.

One tip before you apply: decide on the product first. A grant application is easier when it names a specific walk-in tub model or shower and an itemized price. It also helps to know whether you want full installation by certified installers or your own contractor, because the estimate you submit should match the work that will actually be done.

VA grants: HISA, SAH and SHA

Three different grants, for different needs. Most bathroom-only projects start with HISA.

GrantWho it is forUp to
HISA (service-connected or 50%+ rating)Veterans whose need is service-connected, or who are rated 50% or higher$6,800 lifetime
HISA (other veterans)Veterans eligible for VA medical care whose need is not service-connected$2,000 lifetime
SAH (Specially Adapted Housing)Veterans with certain severe service-connected disabilities, for larger home changes$126,526
SHA (Special Housing Adaptation)Veterans with certain other service-connected disabilities$25,349

SAH and SHA amounts are for fiscal year 2026; the VA updates these each October.

  1. Talk to your VA doctor. HISA needs a VA physician to prescribe the change as medically needed.
  2. Get an itemized estimate. We send a written quote that lists the product and the work line by line.
  3. Take photos. The VA asks for photos of the bathroom as it is now.
  4. Apply with VA Form 10-0103. Your VA team can help you file it with the photos and estimate.
  5. Wait for approval before work starts. Then we schedule your delivery or install.

ALTCS home modifications: why the shower usually wins

ALTCS is the Arizona Long Term Care System, part of AHCCCS, Arizona's Medicaid program. Under AMPM Policy 1240-I, ALTCS can cover physical changes to your home that have a specific adaptive purpose. The change has to come from a needs assessment and be written into your service plan.

The policy lists roll-in showers and walk-in showers with handheld showerheads as the kind of bathroom change it means. Walk-in tubs are not typically listed. So for ALTCS members, a roll-in or barrier-free shower is usually the realistic request.

Ask your ALTCS case manager for a home modification assessment. Our ALTCS roll-in shower guide walks through what to say and what to expect.

Not on ALTCS yet? ALTCS has medical and financial rules. If you think you might qualify, contact AHCCCS and ask about an ALTCS application. Approval comes first; the home modification comes after.

Medicare

What Medicare does and does not do

Original Medicare generally does not cover walk-in tubs or shower conversions. They are treated as home changes, not medical equipment.

Some Medicare Advantage plans offer limited home-safety benefits, such as grab bars or bath safety items. Call the number on your plan card and ask, "Do I have any home-safety or bathroom safety benefit, and how do I use it?"

Write down the date, the name of the person you spoke with and what they said. If a plan or program tells you yes, ask them to put it in writing or send it through your member portal. That record makes it much easier to follow up later if a claim or approval gets stuck, and it helps a family member pick up the thread if you need them to.

If no program fits, you still have choices. Our Arizona walk-in tub cost guide explains what drives the price, and supply-only delivery can lower the total if you have your own licensed contractor. Ready to start the paperwork? Contact us for an itemized written quote.

FAQ

Funding a walk-in tub or shower, answered

Does the VA pay for a walk-in tub in Arizona?

It can, through the HISA grant, when a VA doctor prescribes it as medically needed. The grant is up to $6,800 lifetime for a service-connected condition or a 50% or higher rating, or up to $2,000 for other veterans eligible for VA care. Larger SAH and SHA grants may apply to veterans with certain severe service-connected disabilities.

Can I use my HISA grant more than once?

Yes, as long as you have not used up your lifetime limit. If a first project uses part of the amount, the rest stays available for a later change. Ask your VA team how much you have left.

Will ALTCS pay for a walk-in tub?

Walk-in tubs are not typically listed as an ALTCS home modification. Roll-in showers and walk-in showers with handheld showerheads are. If you are an ALTCS member, ask your case manager about a shower conversion based on your needs assessment.

Do I have to pay up front and wait to be paid back by the VA?

Payment steps depend on how your VA facility handles the HISA grant. Ask your VA prosthetics office before work starts so you know who pays whom and when. Never start the work before your grant is approved.

How long does VA or ALTCS approval take?

Timelines vary by office and how complete your paperwork is. Gathering your doctor's prescription, photos and an itemized quote early is the best way to avoid delays. Area Agency on Aging programs often have waitlists, so call them first.

Can my adult child apply for these programs for me?

A family member can usually help gather documents, make calls and attend meetings with your permission. The application is still in your name, and some programs may ask you to sign forms or join calls yourself.
